A technical specification is the controlled requirement against which proposals, drawings, FAT and final delivery are reviewed. It should state buyer inputs, supplier responses, unresolved items, revision ownership and exclusions in one place.
Build the specification around the approved container, required good-output basis, rinse-fill-cap configuration, machine interfaces, utilities, documentation, spare parts and acceptance method. Mark every unknown as project confirmation instead of filling it with an assumed value.
